'Punongbayan Street' proposal in final reading

THE proposed ordinance naming a road in San Fernando City after the late seismologist Raymundo Punongbayan gained more grounds as it breezed through third and final reading at the City Council Wednesday.

The proposed ordinance, which would name a street that traverses from Barangays Sta. Lucia, San Pedro Cutud to San Nicolas after the former director of the Philippine Institute of Volcanology and Seismology (Phivolcs), was sponsored by Councilor Alex F. Patio.

In an interview, Patio said the original street length, which was intended for the purpose, was trimmed down after the City Council learned that part of the stretch is already named after the late Tiburcio Hilario, a renowned Kapampangan leader.

Last week, the City Council's committee on rules and barangay affairs, both chaired by Patio, held a public hearing attended by the barangay councils of San Pedro, Magliman, San Nicolas, San Juan, Sto. Niño and Sta. Lucia.

Patio said no objection was raised during the public consultation except for the renaming of the segment already named after Hilario.

After the tragic death of Punongbayan, who was one of the nine people died in a helicopter crash in Nueva Ecija, Patio researched for the possibility of naming a street after the former Phivolcs chief.

The councilor said Punongbayan is one of those whom Kapampangans owe much. "His expertise in natural calamities such as volcanic eruptions and vigilance during the height of lahar inundations saved thousands of Kapampangans from imminent death."

"Aside from human lives, billions of pesos worth of properties was saved and we owe it partly to this man (Punongbayan)," Patio added.

He said the city ordinance would be coursed to the Provincial Board (PB) for approval.

"I am optimistic that the PB would support this ordinance since our board members know very well that every Kapampangan looks up to Director Punongbayan as a hero during our most sad days with lahar," Patio said.
