SM CLARK. Festive and hassle-free shopping this Christmas?

That we hope so as Shoemart intends to soft-open its Clark mall in time for the Yuletide season. This, according to one banner headline on Sun•Star Pampanga this week.

The article went on to quote media patron and colleague Mr. Romy Yusi, regional governor for Central Luzon of Philippine Chamber of Commerce and Industry, who said the SM project in Clark would generate 12,000 direct and indirect jobs.

According to sources, the soft opening is being planned in time for Christmas shopping, then operations would be targeted to resume by April 2006.

The main structure of the mall building is being rushed on a 24-hour basis, and the main concrete frames are fast getting into shape. At the rate construction is going, it may just be possible to have the main building finished by December, or so we hope.

Even Mabalacat Mayor Marino Morales has said the SM Clark mall is being rushed for the benefit of thousands of customers who could be spared of the troubles of going to SM San Fernando or to Metro Manila for shopping.

Clark Power. Members of the Clark Investors and Locators Association (Cila) cited Energy Secretary Rafael Lotilla and other attached agencies of the Department of Energy that made Clark Special Economic Zone as the one with the lowest power rates aside from a steady supply of quality electricity.

In a thanksgiving fellowship in honor of Lotilla, DOE secretary; Cyril del Callar, National Power Corporation president; Allan Ortiz, Transco president; and Jesus Francisco, Clark Electric Development Corporation president, officials of Cila and Clark Development Corporation expressed gratitude to the efforts of the honorees to provide the reduced power rates and steady supply of electricity inside the ecozone.

CILA chair Carmen Mctavish lauded the collective efforts made by the government to allow them to enjoy reduced power rates in Clark since July 26.

CDC Building and Urban Regulatory Department manager Mariz Mandodoc said Clark now enjoys an average effective rate of P5.31/kwh compared to the P6.94/kwh rate in June-July 2005 before the Napocor granted the reduced rate, or a reduction of 23.41 percent.

To the top power consumer in Clark, the reduced rate will translate to a savings of P2.3 million per month from the consumption of the commercial, industrial and tourism projects inside the economic zone.

Attention. Attention barangay officials of Mamatitang, San Joaquin and even officials of the Philippine National Police and the Mabalacat Traffic Enforcement Group in the said town: please do something about passenger jeepneys that park or load/unload passengers at the corners of the entrance leading to San Joaquin.

Some jeepneys either block the roadway itself or park at the corners, obscuring view of drivers of vehicles who are making an approach to McArthur Highway. And this is just so dangerous! Many motorists, whether coming from San Joaquin or those already along McArthur Highway, risk their lives and limbs - all because they could not see well oncoming traffic from the two directions or spots.
