Kapampangans laud senator for support to ecozone tax perks
By Reynaldo G. Navales

CITY OF SAN FERNANDO -- Kapampangans lauded Senator Richard Gordon and his colleagues in the Senate for endorsing a bill that would extend tax amnesty to investors in Clark Special Economic Zone (CSEZ).

Officials and employees of the Provincial Government of Pampanga expressed their gratitude to Gordon, chairman of the Senate committee on government corporations and public enterprises, for his initiative.

Pampanga Governor Mark T. Lapid recently sent a letter thanking Gordon for his "initiative in filing Senate Bill 2908 which he said is expected to sustain economic growth and development in Central Luzon."

In a letter, Lapid also stated that he would lobby for the immediate passage of the bill.

Clark Development Corporation (CDC) president Antonio Ng said Gordon's bill would save the jobs of about 35,000 Clark ecozone employees and the livelihood of their families.

Ng said the families would be directly affected if the investors are forced to pull out their businesses in the country because of the Supreme Court's ruling, which invalidated an executive order granting locators in the economic zone tax incentives.

The Association of Concerned CDC Employees (Acces) also presented to Gordon a resolution of thanks and appreciation for the reconsideration of tax incentives to Clark investors.

Acces president Carlos Cabrera said the proposed measure is a concrete step in reassuring Clark locators regarding business plans.

"While others hate the Senate, we feel otherwise. We are glad and thankful that some senators are still looking after our people's welfare and are not just focusing on politicking," Mabalacat Mayor Marino Morales said.

Gordon is expected to report on the consensus reached by his committee in the Senate favoring the granting of tax amnesty in Clark, John Hay and Poro Point. The tax perks, he said, would encourage foreign investors to stay and do business in the Philippines.

Under the proposed measure, business enterprises will pay an amnesty tax at a rate of P1 within one year from the effectivity of the law.
