C. Luzon has new anti-carnapping czar By Marna H. Dagumboy
CAMP OLIVAS -- The Philippine National Police-Traffic Management Group (PNP-TMG) has installed a new officer to lead the fight of the Police
Regional Office 3 against carnapping in Central Luzon.
Chief Superintendent Alejandro Lapinid, Central Luzon police director, formally installed Superintendent Napoleon Cauyan as the Central Luzon chief of the Traffic Management Office (TMO) 3 in simple turnover rites here last Thursday.
Senior Superintendent Luisito Maralit, deputy director for administration and Senior Superintendent Walberto Mandin, TMG deputy director for operations, were also present during the turnover ceremonies.
Prior to his designation as TMO 3 chief, Cauyan served as a key officer of a special task force on special projects of the Criminal
Investigation and Detection Group (CIDG) in Camp Crame.
Cauyan replaced Superintendent Eleuterio Gutierrez who has completed a two-year tour of duty and was selected and designated to head the TMG Special Operations Division - Task Force "Limbas" based at the National Police Headquarters in Camp Crame, Quezon City.
He assured to continue the crack down anti-carnapping campaign and intensify protection of people from criminals victimizing motorists along major highways in the region.
Cauyan disclosed that he has assigned some of his men as bus marshals to prevent hi-jacking and robberies on buses.
Gutierrez was also adjudged as the outstanding senior TMG officer in the entire country.
During Gutierrez' term, the TMO 3 topped 15 other regional TMO anti-carnapping units in terms of accomplishments, operations, administrative and community relations.
His leadership at the TMO 3 led to the recovery of some 250 units of stolen cars of different kinds, make and types in operations conducted by various TMO 3 field offices in the region.
The recovered vehicles were turned over to the owners while others were brought to TMG headquarters Camp Crame.
Gutierrez was also instrumental in transforming Barangay Capalangan, Apalit, this province into a commercial village specializing in repair and refurbishing of automobiles and spare parts.
He also introduced new innovations in the second hand auto parts business, helping the craftsmen in conducting their businesses legally with proper validation of cars.
Gutierrez was also responsible in the series of arrest of carjackers including the alleged most wanted carnap ringleader of the Madrigal
Group.
