Guv commends Pamintuan as Subic-Clark council chief
CITY OF SAN FERNANDO -- Pampanga Governor Mark T. Lapid has congratulated former secretary for external affairs Edgardo Pamintuan for being appointed by President Gloria Macapagal-Arroyo as chairman of the Subic-Clark Area Development Council (Scad).
Lapid said the people of Pampanga are very proud and overwhelmed by the trust and confidence President Arroyo bestowed to Pamintuan.
Pamintuan is the only Kapampangan included in the recent Cabinet revamp.
Lapid believed that the appointment of Pamintuan would give a positive outcome for Central Luzon because he has been a known advocate of Clark and Subic development.
Pamintuan said the President gave him a crucial task of formulating plans and programs that will trigger growth and development of Subic and Clark, which are being regarded as major economic engines of our country.
He was involved in the initial years of the bases conversion process before he was appointed by President Arroyo as general manger of the National Housing Authority (NHA) and eventually as presidential adviser for external affairs.
He was also instrumental in the reopening of the government's communication lines with the Communist Party of the Philippines (CPP) and National Democratic Front (NDF) for the stalled peace negotiations in 2004.
Pamintuan has assumed the position left by former Ayala Land president Francisco Licuanan III who resigned last August over his disagreement with some appointees of Arroyo to the Subic Bay Metropolitan Authority (SBMA).
The confirmation of Pamintuan's appointment was released simultaneously with those of former Interior and Local Government secretary Angelo Reyes to the Department of Environment and Natural Resources (DENR); Esperanza Cabral as Department of Social Welfare and Development (DSWD) secretary; and Michael Defensor as Arroyo's chief of staff.
