Porac link to SCT expressway okay if 6-km road erected: agency

CITY OF SAN FERNANDO -- The Bases Conversion and Development Authority (BCDA) said Thursday that it will approve the opening of an interchange for Porac if the Provincial Government could construct the six-kilometer access road.

Carmelo Dorotheo, deputy project manager for the Subic-Clark-Tarlac Expressway (SCTEx) Project, said the BCDA is amenable to constructing an interchange directly linking the central part of Pampanga to the tollroad.

The Porac interchange was personally requested by Governor Mark Lapid to BCDA President Narciso Abaya during one of his recent visits to Pampanga.

Dorotheo, who was guest of honor and speaker of the Rotary Club of San Fernando last Wednesday, said the design for the Porac interchange has already been laid down and would be constructed once there is an assurance that the access road will be in place.

"We will just be wasting money if we'll construct the interchange and the access road will not be made," he said.

The interchange was requested by Lapid to boost economic activities in Porac, his hometown, and to provide instant access to Central Pampanga, which includes San Fernando City and other economic and industrial areas in the province.

Dorotheo said the SCTEx is expected to be completed by the third quarter of 2007.

The project includes construction of four major bridges, eight interchanges, 29 minor bridges, 303 culverts, 44 underpasses, toll plazas, traffic control systems, and assistance centers.

It has a total budget of P27 billion, 85 percent of which was sourced from a loan with the Japan Bank for International Cooperation.

The 93.77-kilometer toll road is intended to facilitate flow of commerce along the Subic-Clark corridor.
