'Small-town lottery bookies' sued

SAN LUIS -- In response to the campaign of the government against all kinds of illegal gambling, three suspected small-town lottery (STL) bookies were charged in court for violation of Republic Act (RA) 9287 or illegal gambling, a police report said.

San Luis Police Chief Edgardo Lalic identified the alleged bogus STL operators as Oscar Sambili Sumat, 53; Sirviliano Garcia Manliclic, 42; and Jesus Garcia Manliclic, 46.

Confiscated from the suspects were STL pharapernalias and cash in different denominations amounting to P1,284.

The suspects were believed to be operating STL for almost a week in the town, hence after a rigid surveillance by the police elements, they were immediately apprehended and brought to the Pampanga Provincial Jail with a bail bond of P20,000 each.

STL has distinct similarities with jueteng, which has only 1-37 numbers every draw while STL has 1-40 numbers.

The Philippine Charity Sweepstakes Office (PCSO) launched STL in an effort to stamp out the popular illegal numbers game "jueteng".

Under the guidelines of the National Police Commission (Napolcom), the police cannot arrest anybody authorized by the PCSO to operate STL, it was learned.

The police can only make arrests upon the order of the PCSO, local chief executives, and religious organizations and only when there are violations of the Anti-Gambling Law.

Lalic claimed that San Luis is now free from all forms of gambling as they have been conducting foot and combat patrols and regular barangay visitations to make sure that no gambling or any illegal or criminal activity would take place in the town.

He also said that the town is the most peaceful area as compared to nearby areas, as there were only two crimes committed for the period, which were believed solved as cases were already filed in court.
