Prov’l board to Mabalacat execs: Fight for Calumpang By Marna H. Dagumboy
CITY OF SAN FERNANDO -- The Provincial Board (PB) on Monday asked Mabalacat officials to submit their counter petition within 15 days amid claims by the officials of Bamban, Tarlac of jurisdiction over Sitio Calumpang in Barangay San Vicente, Mabalacat.
First District Board Member Tars DC Halili has directed Mabalacat officials to complete the needed documents to counter the petition filed by the Municipal Council of Bamban, in order to fight for Sitio Calumpang, which, for a long period, has been under the territorial and political jurisdiction of Mabalacat.
"We can only fight if we are equipped with pertinent documents," Halili said.
Rosano Pacquia, head of the Municipal Planning and Development Council (MPDC) in Mabalacat, said that Sitio Calumpang is indeed within the political and territorial map of the town. He said the Municipal Government did not cheat any part and parcel of their landscape.
The territorial dispute stemmed from a move by the Municipal Government of Mabalacat in 1993 wherein a large portion of the Sacobia Resettlement Project was illegally annexed to the town, through the modification of the provincial boundary, which was approved upon request of then MPDC official Emmanuel dela Cruz of Mabalacat.
The environment department under Resolution No. 76 series of 2006 on Nov. 6, 1997 however recalled the modified survey and the Municipal Government of Mabalacat failed to appeal the decision.
With the development, Bamban official filed a petition before the PBs of Tarlac and of Pampanga on the grounds that Sitio Calumpang still operates as a "barangay" of and under the administrative jurisdiction of Mabalacat although it is undoubtedly within the territorial jurisdiction of Bamban.
Bamban Councilor Rodolfo Escoto said that in accordance with Rule 3 Section 16 and 17 of Republic Act (RA) 7160, the disputed areas be declared as part of the territory of Bamban.
