Center promoting good local governance opened By Albert B. Lacanlale
CITY OF SAN FERNANDO -- The Department of Interior and Local Government (DILG) Region 3 office and the Philippines-Canada Local Government Support Program (LGSP) recently opened a facility that fosters good local governance.
Located at the DILG Regional Office in Barangay Maimpis here, the Local Governance Resource Center (LGRC) aims to promote a culture of learning, sharing and replication on local governance by consolidating the wealth of information on local governance and improving access to these.
DILG regional director Josefina Castilla-Go said Central Luzon is one of the few regions that have established such center, through the help of the LGSP.
She said the center would serve as the network for all the stakeholders in local governance.
The LGRC has four programs, namely: Multi-media, Knowledge and Information Program; Capacity Development Program; Public Education on Good Governance and Citizenship Development Program; and Linkage program.
The center taps the use of an integrated library management system with access to intent, databases and e-libraries, as well as multi-media services.
With the library, local government units and non-government organizations could gain access to information that could assist them in planning for their respective localities.
The library pools in information on various local government units with focus on programs that contribute to the development of their area.
The center also provides technical assistance of different participatory approaches and tools, project proposal development and replication of exemplary practices.
It also provides a venue for dialogue on issues and concerns, presentations of exemplary practices, cases, tools and processes in local governance through forums, round table discussion and knowledge fairs, among others.
The center also promotes citizens' awareness and public education through partnerships with media, the academe and private sector.
Basile Gilbert, program manager of the LGSP said the center could be a breeding ground for more "watchdogs" on governance as it creates public participation in governance.
