Village association chief tells lawmaker to deliver pipes or face charges By Dante M. Fabian
ANGELES CITY -- First District Representative Francis “Blueboy” Nepomuceno is facing yet another warning from the Association of Barangay Captains (ABC) president should he fail to immediately deliver the alleged missing portion of the P12 million water pipes purchased from the congressman’s Priority Development Assistance Fun (Pdaf) last year.
Poblacion barangay chairman and Mabalacat ABC president Amauri “Bok” Tiglao, in his recent letter to Nepomuceno which was obtained by Sun.Star Pampanga Tuesday, has reiterated his previous request to the three-term lawmaker asking him to deliver the said materials to their intended beneficiaries.
“Due to your failure to provide the 144 units of Pneumatic Hand pump and 576 2x20 inch diameter pipe (Super A) purchased by the DPWH (Department of Public Works and Highways) through the CDF (Countrywide Development Fund) of your good office for the intended beneficiaries of Mabalacat, we would like to reiterate our earlier request indicated in our letter dated July 18, 2006 to deliver the said materials for their prompt distribution and installation,” said Tiglao in his letter dated August 22 which was coursed through Nepomuceno’s chief of staff, Mark Allen Sison.
Tiglao, in the same letter which was reportedly delivered to the office of Nepomuceno last week, warned the congressman: “We shall be prompted to seek legal and appropriate action should you fail to reply in five working days upon receipt of this letter.”
Earlier, ABC chiefs Efren de la Cruz of this city and Roberto Gonzales of Magalang had written a similar letter to Nepomuceno, demanding him to shed light on the alleged missing pipes. Sources said since Nepomuceno failed to answer their letters as of press time or within five days, they will file the necessary charges against the congressman.
A prominent lawyer here said Cruz and Gonzales will file mandamus which will compel Nepomuceno to pinpoint the whereabouts of the water pipes.
Nepomuceno has yet to issue any statements.
Mayor Carmelo “Tarzan” Lazatin had earlier initiated the investigation on the said missing pipes in line with President Gloria Macapagal-Arroyo’s war against graft and corruption in government.
“We are looking for the pipes because we want to protect the interest of the public, the intended beneficiaries. I am not politicking because Blueboy and I could not run against each other. Besides, I have initiated a probe in to the said controversy right after the 2004 elections,” said Lazatin, who welcomed the plan of Nepomuceno to sue him in connection with his published comments on the issue.
“But Sison is the one who has a lot of explaining to do because a document revealed that he took custody of said pipes,” added Lazatin.
“My question to them is simple: where are the pipes? That is not hard to answer and they used government funds,” said Lazatin.
