Teleconferencing tapped for quick response to power outage

MEXICO -- The Luzon Operation and Maintenance (O&M) of the National Transmission Corporation (Transco) has launched "Project Lotto" as part of its continuing effort to further improve its performance and to maximize the returns and benefits from the resources that the state firm has invested in modern communication technologies.

"Project Lotto" stands for the Luzon Operations Teleconferencing to Track Outages. It was launched by the Office of the Vice President for Luzon O&M, with the assistance of System Operation's Network Applications and Systems Division (NASD).

Originally coined by Guillermo Redoblado, vice president of Luzon O&M, the project was conceptualized to discuss via remote feed, using teleconferencing capabilities, the measures done or plans to be implemented to facilitate the restoration of power and to prevent the recurrence of outages that happened during the week.

The video teleconferencing, which is participated in by Power Systems Maintenance Department (PSMD) managers, district managers and other personnel, is held every Tuesday morning.

South Luzon O&M (Districts 1-3 and PSMDs) and North Luzon O&M (Districts 1-7 and PSMDs) take turns in presenting and discussing their respective reports. Each of these groups is given 20 minutes to report.

At the start of the launch-conference, Redoblado jested "O, umpisahan na natin and pagbola ng Lotto! (Let's start the lottery draw)."

Redoblado said "Project Lotto" aims to curb the recurrence of outages that belong to the Top 10 trippers and those, which are "questionable in nature."
He said reducing the frequency of these outages will surely result in remarkable improvement in the performance of the group. He also urged everyone to avoid making alibis and be forthright in reporting the incidents.

With the introduction of "Project Lotto," it is expected that speedy resolution of problems will be achieved through consistent monitoring by the VP on the actions undertaken and plans to be implemented by concerned O&M groups.

Furthermore, the project will serve as an essential venue for sharing of lessons learned and best practices among Transco districts and PSMD offices and substations, thus promoting cooperation and development within the Luzon regions.

In addition, a significant reduction of expenses incurred from hotel accommodations, travel fares and lost man-hours in communicating to the head office and back will also be realized due to the project's teleconferencing capabilities. (ABL)
