Village aims Central Luzon lupon award

MABALACAT -- A progressive village here is out to win anew the Lupon Tagapamayapa Incentive Award (LTIA) awarded by the Department of the Interior Local Government (DILG) to barangays, which effectively manage cases filed with them.

Natty Dunga, liaison officer of the DILG, said Barangay San Francisco had been chosen as one of the three finalists in the entire Central Luzon for the prestigious award.

Recently, a DILG team headed by lawyer Elenita Quinsay conducted the regional evaluation for the village, which is described as an "anti-drugs advocate territory" by Barangay Chairman Marcelino Cruz.

Barangay secretary Edwil Carillo said that last year, San Francisco's lupon almost plucked the same award but was upset by a town in Bataan. He said this year, San Francisco "appears to win it all based on the good findings and evaluation of Quinsay's team."

"All is not loss for us after the debacle last year. Inspired by Chairman Cruz, we made the handling of cases better," said

Carillo, adding that they were able to amicably settle 125 of the 126 cases filed for one year.

Cruz, for his part, said he asked his fellow members to "fairly treat the cases." He said that "they should not be biased and consider their relationships with the respondents and complainants in the handling of cases."

The San Francisco Lupon members are Eloy Tuazon, Gervacio Baldueza, Melanio Ursal, Norberto David, Romeo Dimarucut, Ememita Pacia, Norberto David, Adelaido Velasquez, Arnel Pangilinan, Renato Adrias and Rodolfo Capid.

During the DILG evaluation, San Francisco councilmen Froylan Galang and Joel Domingo joined and observed the conduct of the process of choosing the rightful winner.

Cruz said the "eventual victory of our village will be a great tribute to Ursal," who resigned after the DILG evaluation.

Ursal, an 80-year-old man who served his barangay since the creation of the lupon in 1991, was described as "dedicated" and "concern" member considering the minimal allowance." (DMF)
