EN ROUTE to Angeles City downtown via Clark, one would always wonder, if not be amazed, at the growth of real estate industry in this town formerly called Culiat.

Case in particular is yet another massive development of a new posh residential cum commercial cum entertainment area along the perimeter road in Barangay Cuayan.

Each time I take this route lately, I (probably along with other observant motorists) couldn't help but notice the clearing and movement of earth and boulders as contractors rush the development of a mini metropolis called "The Enclave".

Angeles City residents and even those from contiguous towns are witnessing a massive transformation of the city's landscape literally and figuratively. Real estate developers are taking serious cue from the promise of Clark, where over 48,000 are now working and some 400 firms have located. And why not? The city is a seller's market. It has emerged once again as a top travel and business destination.

Look no farther for proof. Retail and mall giants SM City and Robinson's are already being chased by the Ayala Group as it has started to clear its location for an Ayala/Glorietta. Apung Perto Cruz, on the other hand, has made a splendor out of his golf course and Royal Garden Subdivision. Investors - both locales and the big city bigwigs - are making good use of their financial management acumen.

Of course, there is Delfin Lee of the Globe-Asiatique Group. Same guy you see so many times on television giving out condo and residential units to winners in televsion hits "Pinoy Big Brother", \'Pinoy Dream Academy", and "Wowowee". Globe Asiatique is the same group behind GA Twin Towers in the heart of Edsa Mandaluyong; Chateau Valenzuela, a 5-star condo complex in Valenzuela City; Sta. Barbara Villas, a modern community overlooking mountainside of San Mateo, Rizal; and St. Monique Valais - a 200-hectare classy residential area in Binangonan, Rizal.

Delfin Lee or DL is one man who is known in the industry as somebody who puts his money where his mouth is. DL is putting in more than half a billion pesos to The Enclave -- his first ever project in Pampanga and Angeles. It is no ordinary project and he calls the posh residential project as his own Taj Mahal and he is doing it for the love for the Kapampangans.

The Enclave, with its 500 lots that are all considered as prime, is no ordinary residential subdivision. DL the same person who put up the coffee outlet in Balibago envisions opening up a residential area that in itself contains a business/entertainment district. More like, if not greater than the famed Greenbelt in Makati City.

The Enclave, when completed, will usher in a New Balibago in a manner of speaking. Of course minus the ugly stigma it has been known for during the heydays of GI Joes, the traffic snarls, undisciplined motorists, unsightly and illegal joints and what have you.

The Enclave will feature specialty restos, gourmet coffee shops, fitness center - all complemented by a masterfully crafted blueprint for traffic, security, leisure activities, and even the minutest detail in ample parking. It will be an events center where beauty contests, fashion shows, concerts, car and arts exhibit and other activities will be held.

This project is most welcome to the community for being the first to use underground cables instead of electric posts and wires hanging all over the place. It will make use of state-of-the- art security gizmos and all over the place to ensure the safety of its investors/residents. This will cause some tails and tongues to wag as this is Lee's minimum benchmark for an investment as The Enclave has definitely upped the ante.

Lee knows that this is Angeles City's last frontier to be developed and he wants to do it the right way. Money is being literally poured in to finish the project by September of 2007 in between the completion of Clark-Tarlac Expressway Project in August and the Clark-Subic portion in November where The Enclave is a stone's throw away.

Angeleños and Kapampangans are expected to be joined by Clark businessmen, the expat communities of Koreans, Japanese and Americans together with Filipinos doing good abroad to invest in this most modern and luxurious subdivision in Angeles.

DL seems to have taken a nonchalant attitude. "We're doing everything and investing so much as we want a project that will fit the exacting taste of the Kapampangans," he said. 'They deserve only the best and that's what we are going to give them, "he added.
