Thursday, March 08, 2007 San Fernando, Pampanga named best city council
SAN Fernando City Vice Mayor Edwin Santiago and all councilors on Wednesday flew to Cebu to receive the third placer award in the nationwide Local Legislative Awards (LLA) sponsored by the Department of Interior and Local Government (DILG).
The City Council was recently adjudged as winner in the regional level of the same award, which aims to accord official recognition to the municipal and city legislative bodies that excel in enacting laws that ultimately contribute to the attainment of desirable socio economic and environmental management outcomes.
San Fernando Mayor Oscar Rodriguez said they have been notified that the City Council has already been included in the top three finalists for the national award together with their counterpart in the cities of Tagaytay in Cavite and San Fernando in La Union.
The city officials, who are in hopes of getting even the second place of the Outstanding Council in Component Cities, planed out of the province.
The LLA is the first awards body that recognizes the local councils according to the following criteria: effectiveness of the legislative agenda; effectiveness of the Legislative Tracking System; easy retrieval/availability of Legislative Documents; efficiency of performance of the council; and quality of office set-up and staff complement.
It was formed by virtue of Memorandum Circular (MC) 2006-123 signed by DILG Secretary Ronaldo Puno.
The legislative bodies were rated based on the passage of ordinances and resolutions that contribute to the attainment of desirable socio-economic and environment programs that would redound to the general welfare of their constituents.
The award also aims to highlight innovations and excellence in the legislative process with the end in view of inspiring other local legislatures to perform better; and institutionalize a system of recognition to the municipal and city councils for exemplary performance. (ABL)
