CITY OF SAN FERNANDO -- Children in all barangays of Pampanga can now be guaranteed total protection and ensure that they live normal lives.
This was revealed by Social Welfare Regional Director Duflie Tobias Shalim during the quarterly meeting of the Regional Sub Committee for the Welfare of Children (RSCWC) held recently here.
Shalim said the Barangay Council for the Protection of Children (BCPC), specifically the provisions of Articles 86-87 of Presidential Decree (PD) 603 or the Child and Youth Welfare Code, identifies the rights of children.
"The BCPC is composed of responsible members of responsible community including a representative of the youth as well as representatives of the government sectors concerned with the welfare of children and youth whose area of assignment includes the particular barangay," he said.
Meanwhile, Maribel Blanco, chief of the department's Technical and Assistance Division in Central Luzon, said an established and functional BCPC in the barangay monitors the activities and projects for the physical and mental health and educational development of the youth.
She also said it also monitors issues and problems involving children.
"The BCPC seeks to foster the education of every child in the barangay, encourage the poor performance of the duties of parents and provide learning opportunities on the rearing of children and positive parent-child relationship among others," she said.
It also prepares the barangay plan of action for children and ensures its integration into the Barangay Development Plan and implementation by the barangay.
