Editorial: Blanket what?

ONE boo-boo after another. Will it never end?

Now, Gov Ed wants blanket authority to enter into memorandum of agreements, contracts and the like which will all prove beneficial to the province.

Who's kidding whom?

Vice Governor Joseller "Yeng" Guiao said as much: Gov Panlilio's request is not only highly irregular, but it also goes against the principle of check and balance at the Provincial Capitol.

He wants the executive, he wants the legislative.

What is the Capitol, anyway? A lollipop?

Gov Ed, however, said he had only requested the Provincial Board (PB) for such for "donations".

But like Yeng said, no one donates instantaneously. We know that the new governor only wants what is best for the province. But sometimes, asking for too much won't do the province any good.

Yesterday, the PB asked the governor to "reformat" his letter of request, short of rejecting his wish for a blanket authority.

They said the governor should itemize in his letter what he really wants to do -- if only to make sure that during his administration, there would be more programs and projects for the province, promote good governance to the people as well as to effectively carry out his programs.

Is there any conflict of interest with Gov Ed's request? Are his intentions the same as what he wrote in his letter? Or is there more to it than meets the eye?
