Saturday, July 21, 2007 Hospital execs will make letter of petition v. midwife By Raymond C. Garcia
MACABEBE -- The head of the administration of the Macabebe District Hospital, here through its hospital director will be filing a petition letter against midwife Josie Mamangun.
It was reported earlier that the administration officials are contemplating moves to counter the complaints earlier filed by Mamangun against them and a number of the hospital’s employees.
The move stemmed from anomalies bared by Mamagun who charged that irregularities are taking place within the hospital which are perpetrated by the chief nurse.
Mamangun also said officials of the hospital made a condition with her that if Mamangun will accept their letter of apology, everything will be fine between her and them.
Mamangun said she remains composed and prepared to face whatever action the hospital officials will throw on her.
It could be noted that earlier, Mamangun filed a complaint against chief nurse Felicitas Nery at the Regional Office of the Civil Service Commission, for violation of Civil Service Rules and Laws: Chapter 8, Section 56, Additional or Double Compensation, Dishonesty, Neglect of Duty, Inefficiency and Incompetence in the Performance of Official Duty, Falsification of Official Documents, Pursuit of Private Possession Without Permission required by the Civil Service Rules and Regulation, among others.
Also included in the complaint are Lilibeth Laxamana, Nurse II; Apolonia Salonga, Nurse II; Concepcion Bondoc, Nurse I; Editha Fe Garcia, Nurse I.
Mamangun revealed that these hospital officials and staff are also receiving fees, gifts or other valuable things in the course of their official duties or in connection therewith when such fee, gift or other valuable thing is given by any person in the hope or expectation of receiving a favor or better treatment.
Nery, the Chief Nurse has asked the court to dismiss for insufficient basis the charges filed against her by two co-workers.
Earlier, Berlynda Baluyut and Jocelyn Mamangun — filed charges of violation of Republic Act (RA) 3019 Section 3 (g) otherwise known as the Anti-Graft and Corruption Practices and RA 6713 or the Code of Conduct and Ethical Standards for Public Officers and Employees as well as receiving additional or indirect compensation against chief nurse Nery.
In her counter-affidavit filed before the Office of the Graft Investigation and Prosecution, Nery said the complaint was an offshoot of an illegal video recording of an incident showing her allegedly accepting money from a complainant, in exchange for the issuance of a certification of affiliation training.
