CITY OF SAN FERNANDO -- The Pampanga Provincial Board (PB) will file an administrative case against Provincial Human Resource Management Officer Jesusa Goseco following alleged irregularities on the issuance of certifications confirming the appointment of two top provincial officials.
Board Member Cris Garbo of the province's first district moved to file an administrative case against Goseco for usurpation of power against the PB.
Prior to that, Goseco claimed before the PB that she issued a certification on August 9 -- before the PB denied the confirmation of the appointments of Provincial Administrator Vivian Dabu and Provincial Legal Officer Maria Elissa Velez.
In the certification signed by Goseco, she claimed "the PB failed to act on the appointments within 15 days from the date of submission" adding that under Section 463 paragraph (d) of the Local Government Code (LGC), the two are "deemed confirmed."
When asked by Vice Governor Joseller Guiao if someone requested her to come upwith the certification, Goseco said it was her own decision to issue such certification, which is based on the LGC and was deputized by the Civil Service Commission (CSC).
However, Guiao said only the PB has the authority to certify the confirmation of Dabu and Velez.
Guiao said it is illogical to issue a certification without anyone asking for a certification.
According to the PB, Goseco preempted the decision of the body on the confirmation of the two.
Dabu, as provincial administrator, should have at least five years experience in public administration, the PB claimed. But Goseco's issuance of a certification for the appointment of Dabu and Velez is in conflict with the qualifications of the two.
By a vote of 13 to zero, the PB deferred the confirmation of the appointments of Dabu and Velez on August 10.
'Not telling truth'
Goseco revealed that Governor Eddie Panlilio "is not telling the truth" following the issuance of the certifications.
She denied the governor's statement that he requested her to issue a certification recognizing the appointments of office of Dabu and Velez.
As this developed, the PB committee en banc did not recognize Velez as Panlilio's representative during a committee hearing set for the approval of the blanket authority issue.
Earlier, Guiao said they would not recognize the functions of Dabu and Velez, and that the PB could not transact any business with the two as they are merely "acting" officers in capacity.
The hearing was set for the proposed resolution pertaining to the governor's request for blanket authority. Panlilio failed to attend the hearing and sent Velez with an authorization letter to represent him.
Velez, for her part, said it is the prerogative of the PB not to recognize their official functions but until the court tells them that their appointments are not confirmed, they will still do their duties at the Capitol.
PIO resigns?
According to a reliable source, provincial public information officer Dalsa Hizon filed her resignation last week, shortly after the PB deferred the creation of the PIO.
The source added that although she filed her resignation, she has been frequently seen visiting the Capitol.
However, the PIO staff said Hizon only filed for a leave of absence.
