Sunday, April 27, 2008 Guv urged to act on 'illegal' entry of quarry men By Reynaldo G. Navales
MABALACAT -- First District Board Member Tarcicio Halili has urged Pampanga Governor Eddie Panlilio to act on the reported entry of illegal quarry operators into an upland village in this town.
A group of individuals headed by Danny Adrias, an official of Barangay San Vicente in Bamban, Tarlac province are reportedly hauling quarry materials from Barangay Calumpang here.
Halili said the governor should do something in order to drive away the Adrias group who is operating in the said village for about a month now.
"Barangay Calumpang is under the territorial jurisdiction of Mabalacat, Pampanga and not Bamban, Tarlac as being claimed by these quarry operators," Halili said.
Jimmy Jimenez, chairman of Barangay Calumpang, earlier revealed that Adrias has been showing the provincial quarry checkers a Certificate of Ancestral Domain Title (CADT) dated November 12, 2004 indicating that Barangay Calumpang is part of Bamban.
According to Jimenez, the Department of Interior and Local Government (DILG), Commission on Elections (Comelec), and the National Commission for Indigenous People (NCIP) already corrected the issue and stated that Calumpang is within the territory of Mabalacat.
Guy Hilbero, Mabalacat Tourism Officer, attested to Jimenez's statement, saying the Municipal Council requested the concerned government agencies to correct the erroneous entry in the CADT.
Jimenez earlier expressed fear that the entry of the quarry operators into his village might result to bloodshed.
A certification issued by the Comelec Central Luzon office on January 17, 2008 stated that based on the 2007 Official Master List of Barangays, Barangay Calumpang is included in the list of barangays comprising the municipality of Mabalacat in the province of Pampanga.
The DILG Central Luzon released a similar certification dated January 16, 2008 indicating that Barangay Calumpang forms part of the municipality of Mabalacat with official barangay code 35409005.
