The Philippine Chamber of Commerce and Industry Inc. organized the NLABC, citing the importance of partnership between the public and private sector as winning formula for global competitiveness.

The conference will highlight plenary sessions focusing on the enhancement of North Luzon's competitiveness in terms of tourism, environment, infrastructure, transportation, human resources, and agriculture.
