Chief Inspector Jovencio Flores, acting town police chief, said Lagman was crossing the highway when a Victory Liner bus driven by Amando Alera Budol accidentally hit him.
Flores said a case of Reckless Imprudence Resulting to Homicide was filed against Budol who is now detained at the Mabalacat Police Station.
The bus company already expressed intention to help the family in the victim's burial and related expenses.
The victim's body was later taken to the Pangilinan Funeral Parlor for autopsy.
