CITY OF SAN FERNANDO -- Without attempting to hide his irritation over the replies of active quarry monitoring leaders Jose Daquil and Hermelo Lising on his queries, first district Board Member Crisostomo Garbo lashed at the two recently.
Garbo accused Daquil and Lising of lying and making unsubstantiated statements during their earlier interview on CLTV 36's Hamon Central Luzon.
He told the current leaders of Biyayang Luluguran at Sisikapan (Balas) task force, after reviewing the interview's videotape shown during Friday's hearing on Proposed Ordinance 237, that he "would not let such malicious and sharp statements to just pass by and slip away."
"I cannot slip away your statement that we in the PB (Provincial Board) are at fault why the supplemental budget of your governor was not approved," Garbo told Daquil and Lising. "Your attacks are all lies and baseless."
Garbo went on to ask Daquil what he meant with his statement, directed to the PB, which said: "Hopefully, the governor's supplemental budget will be approved. We are not the ones suffering but the people."
"What do you meant by that? That we are the ones making the people suffer?" asked Garbo.
According to him, the "failure" of Governor Panlilio and his representatives to justify and answer the PB's queries regarding his request for a supplemental budget has caused the delay of its release.
Panlilio's request dates back April 21 and has not been passed and granted despite two committee hearings and a special session conducted by the PB.
A week ago, Panlilio continued to appeal to the PB for the release of the supplemental funds as he said, "the governor's office is already operating on a zero budget."
The governor likewise feared quarry-monitoring operations may be put to a halt due to lack of funds to purchase fuel for vehicles and pay the salaries of checkers.
In another interview, Panlilio said he was wondering why the PB has not granted the executive department's request despite the fact they already forwarded to them the necessary documents supporting their request.
But Vice Governor Yeng Guiao, the PB presiding officer, said: "It's not the documents only that are to be submitted. Queries on why the budget is needed must be answered."
Meanwhile, unsatisfied with the explanations of Daquil and Lising, Garbo continued to reprimand the two and told them to "stop blaming the PB for the governor's inconsistencies and refrain from publicly making baseless statements and accusations."
