Cabigting to file graft raps vs Nepomuceno

ANGELES CITY -- Vice Mayor Vicky Vega-Cabigting has vowed she would file graft charges against Mayor Francis Nepomuceno and the city Local Finance Committee for their failure to give the salaries of some 3,200 City Government employees.

Cabigting said Nepomuceno's failure to pay the city employees salaries and wages is a violation of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.

Similar charges will also be filed against the Local Finance Committee, which includes the City Administrator, City Budget Officer, City Accountant, City Treasurer and City Planning and Development Officer, according to Cabgting.

She said some 3,200 city employees -- 1,200 permanent, contractual, casual; and 2000 job order -- did not receive their pay for the period of November 16 to 30.

Cabigting hit Nepomuceno for his "unsound fiscal management." She cited the purchase of P50 million worth of vehicles, purchase of guns, millions of meals reimbursement, and the alleged payment of ghost employees.

She also enjoins the government employees to fight for their rights.

"To my fellow employees, let us not allow the Nepomuceno administration to Sa mga kapwa ko empleyado, sana huwag nating hayaan ang administrasyon ng Nepomuceno na yurakan ang ating karapatan at patuloy tayong lokohin," Vega-Cabigting said.

The City Hall employees on November 28 received their 13th month pay and cash gift after receiving criticism from employees and arch political river Congressman Carmelo "Tarzan" Lazatin.

But the administration has not yet released the salaries for the period of November, according to Cabigting.
