Prov'l jail detainees under strict security
LINGAYEN -- Inmates at the provincial jail have been put under strict security by guards to avoid another escape by notorious drug dealer Jimmy Daro.
Jail warden Felimon Doria said the move is being undertaken as most of the detainees are charged with heinous crimes despite the lack of personnel.
As there is also lack of guards to escort inmates during court hearings, even those on off-duty are required to assist in providing security to the detainees, he said.
Admitting that the guards have some lapses, Doria said the jail personnel do not have enough knowledge on jail management.
Since the Provincial Government is going to beef up jail personnel, he expressed hope that the persons recruited are criminology course graduates because they are already equipped regarding security of inmates.
Doria further said that Roberto Capacio, the guard in whose custody Daro escaped, would no longer be assigned as guard to avoid contact with Daro.
Daro, who was re-arrested by the Philippine Drug Enforcement Agency (PDEA) in Quezon City, is reportedly to be committed again to the provincial jail Monday.
Capacio and Daro, both Muslims, are strongly believed to have connived in Daro's escape.
Guards, who appeared before the ad hoc committee that heard the administrative case against Capacio, testified that the two were intimate and close when Daro was still at the provincial jail.
The committee led by Provincial Legal Officer Geraldine Baniqued already submitted its recommendation to Gov. Victor Agbayani whose decision is yet to come.
Daro escaped December 5 last year in front of the Justice Hall in Dagupan City after his preliminary court hearing on cases filed by the city police.
With a lone escort, they commuted from Lingayen to Dagupan, and that after the hearing, Capacio did not handcuff Daro who was allegedly helped by three men in escaping.
The city police filed charges of illegal possession of illegal drugs and firearm and assault on police authorities as he engaged the policemen serving a search warrant in a shootout when they were about to arrest him.
For cases in Dagupan, he was able to secure a bail bond for his temporary liberty.
Nevertheless, the Traffic Management Group (TMG) and the PDEA in the province in a dragnet set by joint team again arrested the drug dealer.
Confiscated in his possession was the plate number of a vehicle that was carnapped in Benguet and a carnapped vehicle with 120 grams of shabu, which is non-bailable. FPM
