Fight crime with 'Power of Two' By Liway C. Manantan-Yparraguirre
ROSALES -- The new police provincial director, Senior Supt. Mario R. Sandiego, is involving the community in fighting crime by forming a partnership with them he calls "Power of Two."
Speaking before policemen, local officials, barangay leaders, and CVOs, Sandiego gave a lecture on the five pillars of the criminal justice system, which includes the Prosecution, the Courts and the Corrections,
Sandiego said "the police force and the community are the most important components, without them working closely and harmoniously, we cannot arrest the criminals and place them behind bars."
"Kung ang mamamayan at ang pulis ay magtutulungan ng buong kusa at walang alinlangan sa isa't-isa, mas mapapadali natin ang pagsugpo sa anumang problema sa katahimikan, katiwalian at mapapanatili natin ang kapayapaan sa komunidad. Sa pakikipagtulungan ng mamamayan sa kanyang kapulisan para sa katahimikan at kaunlaran, mababawasan ang pagkakataong makaalpas ang kriminal," he pointed out.
Sandiego was the guest speaker during the police and municipal government's flag raising and awarding ceremony on Monday.
Reiterating his programs and goals for the province which he outlined when he assumed on June 19, Sandiego said: "I envision the province to have a peaceful and manageable crime situation for the people to feel secure and the investors to be attracted and continue doing business as well for the police and the citizen to have harmonious working relationship in pursuing a progressive and well developed Pangasinan."
Sandiego said one area that needs immediate attention is the alarming increase in the selling and use of illegal drugs, with Pangasinan not spared from the borderless problem.
"Your police have been promoting the scheme of demand reduction and market constriction scheme against the proliferation of drugs not only in the province but nationwide. No less than our President called for an all out war against people involved in these nefarious activities," he stated.
The police officer is enjoining the Pangasinenses to organize themselves and help in the fight against drug abuse and trafficking by reporting to the police known drug peddlers at their respective areas so that arrests would be made and appropriate charges will be filed against them.
"I am encouraging every family to turn-over their relatives, friends and family members hooked on drugs to their police or to their local leaders and let's try to rehabilitate them before they get arrested and be meted with the full force of the law," he added.
Sandiego further stated that if the problem in ensuring law and order is the police or the local leaders "the more I encourage the citizens to report directly to me this people who are preventing us from pursuing our goals and aspirations in promoting peace and order in all fronts."
"Ang ating pakikibaka sa pagsulong ng katahimikan, kapayapaan at kaayusan ay may maraming kaakibat na pagsubok, paminsan-minsan ay mahirap at madugo, subalit sa magkasamang puwersa ng mamamayan at ng kapulisan, ang anuman balakid ay ating kakayanin para sa ikakabuti ng mas nakakarami," he stressed.
Awarding Ceremony
Rosales Mayor Ma. Julieta R. Yu and Police Chief Insp. Policarpio C. Cayabyab Jr., police chief, led the local officials in giving honor to the different sectors who contributed to the town fiesta's success.
PNP jacket uniform jointly sponsored by the PNP and the local government was distributed to the members of the Rosales Police Station.
Certificates of commendation were distributed to the policemen while certificates of appreciation and recognition were given to a number of barangay captains and their respective CVO's for the maintenance of peace and order here during the month-long celebration. Likewise, to the Philippine Navy personnel who extended help at the height of typhoon Chedeng.
Yu acknowledged that not a single life was wasted during the fiesta as compared to the previous years. "With the joint effort of the CVOs, the barangay captains and the police force, nakita natin na kaya pala nating gawin ang serbisyo na pangalagaan ang buhay ng ating mga kababayan," she remarked.
Yu announced allotment a budget for the insurance coverage of all CVOs, with the approval of the supplemental budget made during the Municipal Council's regular session that day.
Yu also thanked the religious leaders here who made possible the Ecumenical and Thanksgiving Prayer last June 30. "Let's make it a yearly celebration because we do not only celebrate town fiesta for merriment, but also to thank the Lord for all the graces He bestowed upon us," she said.
Meanwhile, Sandiego congratulated Cayabyab for his relentless drive against illegal drug activities, paving for the neutralization of a good number of drug personalities here since his assumption on August 20.
