Calasiao can't get GSIS loans anymore

LOCAL officials and employees of the Calasiao Municipal Government can no longer avail of loans and other benefits from the Government Service Insurance System (GSIS).

This was learned from Nieva Talon, GSIS branch manager in Dagupan City, who said the agency's central office already eliminated the policy that a local government unit (LGU) can enter into a memorandum of agreement (MOA) with GSIS for payment of its arrears.

"We have a new system and LGUs with three-month arrears are already deprived of availing loans and other benefits and there is no more MOA signing. It is different now, unlike at the previous times when Urdaneta City had P100-million in arrears but it entered into an MOA," she said.

Talon said the branch office now is monitoring the premium remittances of LGUs with arrears and the maintenance of their accounts' payment.

"We need to know the viability of the LGUs so we are monitoring the payment of premiums and accounts," she said.

The GSIS-Dagupan branch manager said collectibles and the premiums for a month are to be paid at the tenth day of the following month.

Talon said that if the penalty is the only one paid, they would suspend the privilege of the LGU.

She disclosed that there are LGUs whose accounts are ballooning due to penalty alone. If not paid within the tenth day of the month, a two-percent penalty adds to the account.

Due to this, Calasiao Municipal Administrator Godofredo Vergara said the Municipal Government sent a letter to Winston Garcia, GSIS president, requesting that the town pay its more than P7-million account by P100,000 monthly installment.

The amount will be on top of its monthly premium remittance with the condition that it allows the municipal officials and employees to avail of their supposed privileges, he said.

But he lamented that the Municipal Government cannot pay its accounts to the GSIS on time because the town's IRA (internal revenue allotment) is being released on the 15th day of the month.

Vergara said they have referred the matter to the municipal legal officer for assistance.

He disclosed that it is not only the GSIS account that the town would be paying but also the P247,000 monthly premium remittance and the P1.8 million account from the Dagupan Electric Corporation.

Vergara, however, pointed out that this is not the account of the present administration under Mayor Roy Macanlalay but the past municipal leadership.

"Who have been affected most by the non-payment of the premiums from 1997 to 2001 are the new employees who cannot avail of GSIS privileges although we have been remitting our premiums regularly," he said.

He further disclosed that when Mrs. Nevado, an employee, died lately, the Municipal Government paid all her accounts so the family could avail the GSIS benefits that were to be accorded her. FPM
