Formula to address excess, shortage of teachers

BINALONAN -- The Department of Education (DepEd), in a bid to address the imbalances resulting from the excess or shortage of teachers in the public school system, has formulated a scheme called the Teacher Deployment Analysis or Rainbow Specimen that schools divisions in Pangasinan are now implementing.

This was disclosed jointly the other day by Pangasinan II Schools superintendent Juliana B. Laoag, Pangasinan I Supt. Erlinda T. Nava and San Carlos City Supt. Renato Viray, who all praised the new DepEd formula as "effectively addressing the long-existing problem."

Laoag said the formula is realistic because it clearly solves the imbalances brought about by either the excess or shortage of teachers in a given area because of the increase or decrease in enrollment and the non-availability of new teaching positions in the General Appropriations Act for calendar year 2003.

Nava said the DepEd order likewise stated that no appointment or assignment shall be issued by the schools division superintendent to any existing vacant teaching position arising from natural vacancies such as retirement, death, resignation, promotion and transfer in his or her division without prior clearance or authorization from the regional director concerned.

In turn, the regional director shall only issued authority to fill up vacancies for public schools where the natural vacancy exists under the so-called "hot-colored" schools.

The three superintendents explained that "hot-colored" schools are: 1. Black or first priority where there are no nationally funded teachers; 2. Red or second priority where there is a severe teacher shortage; 2. Orange or third priority where there is a moderate teacher shortage and 4. Gold or fourth priority where there is manageable ratio.

Concurrently, there are the so-called "cool-colored" schools in the Teacher Deployment Analysis. Blue concerns excessive surplus teacher provision; Sky Blue, moderate surplus teacher provision; Green, generous teacher provision; and Yellow, national mean ratio for teachers.

Laoag explained that if there are surplus teachers in a given school under the DepEd scheme, they should be transferred or redeployed to other need schools.

"This will respond to the disparities or imbalances in teacher distribution," she pointed out.

She said that the DepEd order likewise provides that public schools falling under the category of "cool-colored" schools, which are offering multi-grade classes and servicing school-less barangays with newly constructed classrooms, authority to fill up the vacancies may be issued to the superintendent.

Pangasinan II has eight schools in school-less barangays, according to Laoag.

As this developed, Laoag likewise disclosed that in Pangasinan II overseas Filipino workers (OFWs) who have decided to pursue their teaching professions in the Philippines have been accommodated in various fourth, fifth and sixth congressional district towns covered by her division.

"To date, Pangasinan II has accommodated or deployed 44 elementary school and 22 high school teachers who were erstwhile OFWs," Laoag said.

Under the scheme, OFWs who have decided to return to their country and who are eligible as teachers are given priority in hiring by the department for available teaching positions

As regards sanctions in the Teacher Deployment Analysis scheme, the three superintendents disclosed that any DepEd official or employee who shall be found violating the order or even part of the order "shall be charged administratively."
