Relief of 6 police chiefs final

SIX police chiefs who did not meet the standard accomplishment set for police operations have already been relieved from their post.

Supt. Ricardo Tamayo, deputy provincial police director for administration, said the provincial office sent letters to the mayors of towns in which the relieved officers were assigned with designated officers in charge pending the appointment of regular police chiefs.

The ousted police chiefs are Supt. Bernardo Reamon of Manaoag, Senior Insp. Jeremias Rasing of Agno, Supt. Zosimo Fernandez of Bani, Senior Insp. Tomas Obillo of Dasol, Chief Insp. Reynaldo Tamondong of Basista and Senior Insp. Leonardo Tabelin of San Fabian.

They are replaced by Supt. Alfredo Ilarde Vinluan, Insp. Reynaldo Andrada, Senior Insp. Lloyd Millan, Insp. Federico Mina, Senior Insp. Crispin Cancino and Chief Insp. Genaro Sapiera.

The six relieved police officers are assigned to the regional police office in San Fernando City, La Union and "it is up for the regional command as to where they would be assigned in the region," said Tamayo.

He said it is the policy of Senior Supt. Mario Sandiego, provincial police director, that any police chief showing inefficiency in the aspect of police operations would be relieved.

"Those relieved will no longer be assigned in Pangasinan but somewhere else in the region, depending on the decision of the regional command," the deputy provincial director said.

Tamayo said that upon the assumption of Sandiego as provincial director, the various police chiefs were at first given 15 days to show their accomplishment, particularly in the drive against illegal drugs.

But since that was too short a period, the accomplishment report was changed to the period of January 1 to August 13. Nevertheless, the six police chiefs did not reach the standard of accomplishments on illegal drugs and other special laws.

After the performance audit team came up with its decision following a thorough and exhaustive analysis, examination and study of the reports submitted by the police chiefs, Sandiego consulted the mayors and they reportedly agreed.

Pointing out that this policy shall persist, Tamayo said the relief of members of the provincial police would continue as long as there are personnel sleeping on their job.

He said the aim of the provincial director is "not just to penalize those inefficient or scalawag policemen but also reward or award those working hard."

Tamayo cited the giving of cash awards last Friday to police stations amounting to P1,000 per neutralized drug personality and P5,000 per neutralized barangay.

As to neutralized community, he said it needs the certification of the municipal and barangay anti-drug abuse councils.

The cash incentive was part of the P1-billion fund pledged by President Gloria Macapagal-Arroyo and provided by the Philippine Amusement and Gaming Corporation (Pagcor) for the anti-illegal drug drive.

Tamayo said the P1-billion fund, released through the Philippine Drug Enforcement Agency (PDEA), looks big but "is not enough to finance all operations against illegal drug activities as well as the drug testing of policemen."

The previous drug test on policemen at Urdaneta City was financed by civic organizations while that in Sta. Barbara and Dagupan City was by the mayors of the local government unit.

He disclosed that three Dagupan policemen were found positive of drugs during the initial screening and they are now undergoing confirmatory drug tests.

The Urdaneta policemen found positive during the confirmatory tests are now undergoing summary dismissal proceedings at the regional police office.

Meanwhile, a member of the 106th provincial mobile group based in Alaminos City is facing a criminal case for abusing a night establishment's guest relation officer at Barangay Bical in Bayambang town.

Aside the criminal case, PO1 Adonis de Leon would also face administrative charges, Tamayo said.

He added that a gun without proper documents was seized from the suspect. FPM
