P50M bangus plant project on the offing
THE City Council approved the release of P5.5 million for the purchase of a lot that will serve as a relocation site for families occupying a property where a bangus processing plant is to be constructed.
All the members of the council, except for Councilor Farah Marie Decano, approved the supplemental budget after a long deliberation last Monday night.
Earlier, Councilor Michael Fernandez questioned the number of City Development Council (CDC) members that signed a resolution diverting funds for other projects to buy the lot owned by the Samson family in Bonuan Gueset.
He said that only few CDC members signed the resolution. The CDC is composed of 31 barangay captains and representatives of non-government organizations (NGOs).
Councilor Vladimir Mata justified this, saying that due to the urgency of the matter, Mayor Benjamin S. Lim called for the convention of the executive committee to draft the resolution.
Mata, chairman of the committee on appropriation, cited Sec. 111 Paragraph 2 of the Local Government Code stating that in case of urgency the mayor should convene the executive committee.
Aside from Lim, the other members of the executive committee are the Council appropriation committee chairman, the Liga ng mga Barangay president and two NGO representatives.
For his part, Vice Mayor Alvin Fernandez asked if the P50-million fund was already released to the City Government. He also asked if the fund would be reverted to the national general fund if the project failed to start before the end of the year.
City Administrator Rafael Baraan clarified that Arroyo's pledge of P50 million was coursed through the Department of Budget and Management (DBM) and can only be released once a lot is available.
He also confirmed that if construction of the project would not start before the year ends, the fund would be reverted to the National Government's general fund.
"Once the fund has been reverted to the general fund, it will already be hard for the city to request for funding next year, since it is already election time," Baraan said. FPM
