Payroll scam unearthed
MANGALDAN -- Three employees of the municipal government here were surprised when the municipal auditor summoned them for allegedly receiving double compensation.
While they are employed at the municipal government, their names also appear in the payroll of the Poblacion Barangay Council.
Zacarias Muyargas, Francisco Dizon and Alex Quisao were directed to refund the honoraria they have been receiving from the barangay council since 2001.
Muyargas had allegedly received an accumulated barangay honorarium of more than P40,000 while Dizon and Quisao had received more than P10,000 each.
Muyargas used to be a driver of the barangay dump truck and was receiving P1,500 monthly, while the other two were members of the barangay security force with a honorarium of P300 a month.
But the three employees denied having received their honoraria after having "verbally" resigned in 2001.
Dizon is now employed as a driver at the office of the municipal mayor, Muyargas as a utility worker at the Sangguniang Bayan and Quisao as a market collector.
Municipal Accountant Evelyn Bernabe also confronted the three for the anomaly.
The three government employees were asked to submit their specimen signatures, which were then compared to the signatures found in barangay payroll documents. The signatures did not match.
As this developed, barangay captain Alberto Leo Fabia called for an investigation on the matter to find out who has been withdrawing the honoraria in the name of the three employees.
Reports have it the barangay treasurer is not the one handling the payroll. (FPM)
