No session again

THE DAGUPAN City legislature Wednesday failed again for the fourth time to convene due to a lack of quorum.

There were speculations the members of city legislative body have been avoiding the people at the session hall soliciting donations and contributions.

Aside from Vice Mayor Alvin Fernandez, those present during the session were Councilors Farah Decano, Michael Fernandez, Jose Netu Tamayo, Fausto Cuison, Juanito Almonte and Charise Perez.

Councilor Vladimir Mata arrived the vice mayor adjourned the session.

“They have not really learned to follow rules and regulations. As lawmakers, we can be lawbreakers,” said the vice mayor, who emphasized the need for self-discipline among the members of city legislative body.

One of the supposed items to be discussed and passed by the body was a request for the use of the 1.2-hectare lot purchased by the City Government from the Samson family.

Another correlative resolution scheduled for discussion Wednesday contained a request from the National Housing Authority (NHA) for assistance in the construction of housing units at the purchased Samson property.

This is in line with the request of the Department of Public Works and Highways (DPWH) to Mayor Benjamin S. Lim for the speedy relocation of squatter-families that would be affected by the Dawel-Pantal-Lucao diversion road project.

DPWH regional officials said they cannot proceed with the second phase of the project, the Pantal bridge, until after the informal settlers are relocated.

Sun.Star gathered that a memorandum of agreement had been purportedly signed with the Dagupan Urban Poor Alliance (Dupa) that there would be no demolition of houses unless the relocation site is prepared.

Dupa president Roman Manaois said the relocation site should be provided with basic services like water and electricity and other amenities.

“Before they will undertake the demolition, they should get a clearance with the PCUP (Presidential Commission for the Urban Poor). That is the policy,” he said.

He added that the provisions of Republic Act 7279 should be followed.

It will be recalled that the multipartite monitoring team formed by the mayor to address issues that might crop up during the construction of the diversion road noted that in the Dawel-Pantal side of the project, the road has not yet reached the gymnasium..

Prof. Nicanor Melecio said the gymnasium would be demolished after the relocation of a number of families at the GK-Bangusville is finalized.

He likewise said the construction of the bridge would start as soon as the road reaches the riverbank. FPM
