Former mayor fined for operating poultry sans permit By Rhee Fer HOrtaleza
MABINI – A FORMER mayor here was finally issued a mayor’s permit to operate his poultry farm here, but only after he paid P1,000 in penalties for operating without the necessary permit.
Fined was Provincial Board Member Ariel de Guzman, a former mayor of this municipality who reportedly operates a poultry in barangay Tagudin here under the name of IVAR Construction and Development.
Mayor Alimar R. Briana said the amount might be considered “measly.” But according to the mayor, “it must be paid so that the operation will be deemed legitimate” in the eyes of the law.
Briana emphasized that under the law, even small business concerns, like sari-sari stores, need a mayor’s permit in order to be legitimate.
The poultry, according to the mayor, got its local clearances in October last year; but its environment clearance certificates (ECC) was issued earlier on August 13, 2003.
“We were not questioning the Department of Environment and Natural Resources’ methods in issuing the ECC; but the fact remains that the firm operated without the necessary mayor’s permit,” Briana pointed out.
He further stated that when the former mayor paid the P1,000 penalty, it was one clear admission on his part that he had violated the law.
The amount was paid for the firm’s alleged violation of the ECC and for late application for mayor’s permit as embodied in Sections 4 and 9 of Presidential Decree No. 586.
The poultry is reportedly home to around 12,000 fowls, according to Councilor Juan Supangan Jr.
