Fish pen owners give 30 days to dismantle structures

DAGUPAN -- City Administrator Rafael Baraan Wednesday gave owners and operators of fish pens in Dagupan 30 days to voluntarily tear down their illegal structures or else it would be demolished.

Baraan said fish pen operators should remove their structures so they could still use their materials in other purposes.

"We will not care if they will lose their investment," he said.

But Baraan said at the moment, they could not facilitate the removal of the fish pens because the City Agriculture Office (CAO) and the City Fisheries and Aquatic Resources Management Council (CFARMC) have yet to establish the navigational lanes.

He lamented that the first marker-buoys that were laid down to delineate the navigational lane from the would-be designated area for the establishment of the fish pens were stolen.

"So right now, we are putting a much beautiful permanent markers and hopefully, after laying them all down, we will be able to determine where the fish pens are to be located legally in accordance with our fishery code," he said.

Baraan assured that this time there would be new structures.

Admitting that there are some people who have been installing new fish pens, the city administrator said they should go to the CAO and ask for application forms.

"There they should ask the city agriculturist where they will install their structure, with the right size at the right place. But there are really some hardheaded persons," he said.

Citing a certain Frankie Raciles, a resident of Barangay Calmay and diacono of the Iglesia Ni Cristo, Baraan said they tactfully talked to him not to pursue what he was doing for he might spend a bigger amount if he continues.

Raciles was purportedly advised to get an application to be able to get a legal permit for the establishment of his fish pen, after which they left. Returning after an hour, they found him still continuing his project.
