San Carlos has new police chief

SAN CARLOS CITY -- A police officer, formerly assigned with the Provincial Anti-Illegal Drugs Special Operations Task Group, assumed on Wednesday as city police chief.

Johnny Bacbac succeeded to the top city police post vice Pedro Austria Jr., who was designated as deputy regional officer of the Philippine National Police (PNP) Criminal Investigation and Detection Group.

Deputy Provincial Police Director for Administration Alberto Vinluan supervised the turnover of command.

Mayor Julian Resuello congratulated and commended Austria, who is also a native of San Carlos City, for a job well done despite his short stint here.

Resuello appealed to the former police chief to continue helping San Carlos City in his capacity as police officer and as a civilian. He challenged Bacbac to equal if not surpass Austria's accomplishments. He also pledged that the City Government will give all-out to Bacbac's leadership as it had been doing in the past.

In his speech, Austria revealed his plan to go on "schooling" or take enroll in an officers' course as he does not want to be left out later in the promotion of officers to the next rank.

Despite serving as police chief in San Carlos for 155 days, Austria said he is leaving the city with a clear heart and a clear mind. Because of his effort, the City Government allotted a 1,000 square meter lot for the new city police station, construction of which is 50 percent complete.

Austria also gave a summary of the city police's accomplishments from Oct. 10, 2005 when he assumed office up to Apr. 4, 2006.

The San Carlos City police, he said, investigated 61 crime incidents, of which 59 cases were solved. They registered a crime solution efficiency of 96.7 percent or higher than the previous record (covering the same period) of 95.5 percent. The police also arrested 37 wanted persons.

Austria said among the incidents solved were the killing of barangay councilman Mario Tamondong who was murdered on Oct. 29, 2005; the double murder of spouses Gonzalo and Esperanza Gutierrez on Nov. 20, 2005; the murder of a certain Manny B. on Feb.12, 2006; the frustrated murder case against Police Officer 3 Juanito Meneses who was also allegedly charged for four counts of rape; including that of PO1 Juanito Minor whom the mayor charged for attempted homicide.

He said they were also able to neutralize three organized crime groups allegedly responsible for a series of robberies in the city.
