Pangasinan to host 1st North Luzon children summit By Liway C. Manantan-Yparraguirre
LINGAYEN -- Preparation is ongoing for the holding in the province of the First North Luzon Legislative Summit for Children.
Vice Governor Oscar Lambino said the summit for children will be held on July 4 to 6, 2006 at the Narciso Ramos Sports and Civic Center (NRSCC) Gym. He said the activity is a joint undertaking of the legislative leagues in the Philippines and the United Nations Children's Fund (Unicef).
Participants in the event are vice governors, vice mayors, board members in the province, councilors who are chairpersons of the committee on women and children, and secretaries of city and municipal councils from Regions 1, 2, 3, and Cordillera Autonomous Region (CAR).
Lambino said the objectives of the summit include: to understand what it takes to be a child-friendly local government unit (LGU); to recommend legislative measures for children; and to come up with a Local Children's Code before the 2007 elections and a Local Legislative Agenda for Children.
He said Nicholas K. Alipui, Unicef representative, will deliver a message during the opening of the summit while House Speaker Jose de Venecia Jr. will be the keynote speaker.
"As far as Pangasinan is concerned, we want to come up with a Children's Code to ensure the well-being of children in the province," he said.
He said gathering of information for the Pangasinan Children's Code is ongoing. "Since situations of children in different provinces vary, we want to come up with a Children's Code that is suitable to our province," he said.
The holding of the children summit here was the idea of Lambino and Dagupan City Vice Mayor Alvin Fernandez, president of the Vice Mayors League of the Philippines in Pangasinan.
"We put value on our children because they are our future. We have to put action where the mouth is," said the vice governor.
On the first day of the convention, there will be a presentation on the Presidential Award for a Child-Friendly LGU Council for the Welfare of Children, as well as a presentation on the Indicators of a Children-Friendly LGU. The state of children in the four regions will also be presented.
The activity is the second holding of the legislative summit for children in the country. The first summit was held in Bohol.
