Pangasinan vice mayors to attend 2 conferences

DAGUPAN CITY -- Members of the Vice Mayors League of the Philippines (VMLP)-Pangasinan chapter are busy preparing for two upcoming conventions.

These are the First North Luzon Legislative Summit for Children to be held on July 4 to 6 at the Narciso Ramos Sports and Civic Center (NRSCC) gym in Lingayen City, Pangasinan, and the Tricycle Operators, Drivers Association (Toda) National Convention on July 27 to 29 in Iloilo City.

Dagupan City Vice Mayor Alvin D. Fernandez, VMLP-Pangasinan chapter president said their attendance at the two conventions was discussed during their regular meeting held last Wednesday at Inn Asia.

Fernandez said they also discussed Charter change, the role of the local legislative bodies in the approval of subdivision plans in their respective localities, and how will the local legislative bodies address the endorsement of a barangay council on the establishment of a gasoline station at the barangay.

At the national conference of Toda, Fernandez said one of the issues that will be deliberated upon is the excessive number of tricycles given a franchise thus clogging the streets. In some instances, tricycles that ply national highways have caused vehicular accidents.

On the other hand, participants to the Legislative Summit for Children are Vice Mayors, chairmen of the committee on women and children and local legislative council secretaries from Regions 1, 2, 3 and the Cordillera Administrative Region. They will be joined by vice governors and board members.

On the matter of approving subdivision plans, Fernandez said it is important that the local legislative bodies pass a local comprehensive land use plan as it is the legislative body that endorses a subdivision plan to the Housing and Land Use Regulatory Board (HLURB).

The vice mayors also reiterated their support to Charter change, Fernandez added. The vice mayor was a member of the Consultative Commission (ConCom) on Charter change.

The vice mayors said their municipalities are in favor of Charter change, according to Fernandez.

Fernandez said a change of the present form of government to unicameral-parliamentary will correct the present situation wherein legislators (senators and congressmen) are also the ones implementing projects in their respective districts.

"We need to change the form of government to increase investor confidence in our country. Some people (outside the Philippines) do not favor the manner on how we change our President," he added. (LCMY/Sunnex)
