Decano is the president of the Lady Local Legislators League of the Philippines (Four "L" Philippine).

"It's an honor to be elected as officer of Ulap, especially so that the secretary-general position is also a very powerful position. Through Ulap, I can promote more the concerns and objectives of Four L Philippines," she said.

Decano said Mandaluyong City Mayor Ben Hur Abalos was elected as president while Binalonan (Pangasinan) Mayor Ramon Guico was elected as executive vice president.

Abalos heads the League of Cities of the Philippines (LCP) while Guico is the president of the League of Municipalities of the Philippines (LMP).

The voting members of Ulap are elected officers of the different organization of elected officials in the country.
