Wednesday, July 02, 2008 Capitol complex buildings to be inaugurated
LINGAYEN -- After last Monday’s inauguration of the newly-renovated Provincial Capitol building, next to be inaugurated will be the Finance Building Annex, the Kalantiao Building, the Penro Building and the Lingayen Gulf Resort Hotel, all located at the Capitol complex.
Since his first day in office, Governor Amado Espino Jr. has been saying that he will transform the Provincial Government's human resources, as well as the provincial infrastructures starting from the complex.
Espino stated during the flag-raising ceremony that the renovation of most buildings at the Capitol area was geared towards providing the provincial workforce with comfort to better serve the people of Pangasinan.
This is to improve the working attitude of the employees and to have a favorable working environment.
Repairs of eight of the 14 government hospitals under the Provincial Government and five agriculture and veterinary demo stations are also undergoing rehabilitation and renovation.
Under renovation are the district hospitals in Lingayen and Bayambang and community hospitals in Mapandan, Dasol, Asingan, Bolinao, Umingan, and Manaoag.
The demo stations are situated at the provincial nurseries in San Quintin and Sta. Barbara, a fish farm in Bolinao, and breeding stations in Dasol and Mangatarem. Also being upgraded is the Libsong (Lingayen) fish farm while under construction is the Coastal Resources Management Learning Center.
The different offices at the Capitol complex were practically re-arranged.
The Finance Building (where the Provincial Board (PB) members used to hold office) will house finance related offices like the Accounting Office, Budget Office, Treasury Office in the Finance Building Annex; and Commission on Audit and Provincial Assessor in Finance Building I.
The Kalantiao Building will house Penro (Provincial Employment and Services Office), Human Resources Management Office, Provincial Health Office, and Provincial Population Office.
The Penro Building will house the Provincial Environment and Natural Resources Office, and the liaison offices of the Office of the Provincial Agriculturist and Office of the Provincial Veterinarian.
Espino said his administration will seek budget and provide a new building for the Provincial Social Welfare and Development Office (PSWDO).
"We will have this kind of office so that the whole country will know that Pangasinan is so concern about our child abusers, child offenders and problems regarding our children," he said.
A tourism office will also be constructed at the beach front area (or at the back of the Capitol Building and Urduja House). Thereat, the best of Pangasinan products and tourist destinations will be showcased with the Capitol, a must-see tourist hub, as the actual showcase.
The governor said about P35 million was already spent for all the construction and repair works that started August last year. He said they are using the surplus of last year’s budget. (LCMY/Sunnex)
