EDITORIAL: No to gambling here
The City Police Command is not worried about moves in the Philippine National Police (PNP) to penalize police organizations who failed to stop the proliferation of gambling in their respective jurisdiction.
Illegal gambling is just a minor preoccupation of the people in Zamboanga. Jueteng is not being played in the city. A local number game called "Wahoy" used to be a pastime in Zamboanga but its operators have stopped the game because of incessant operations against the game.
Last Two or Last Three betting are "on and off" and do not make an impact among the city's populace.
Since illegal gambling does not proliferate in Zamboanga, it is assumed that no police official is involved in protecting the game. This is what we are told.
However, whispers moving about town is that gambling activities have subsided for the simple reason that operators found out that they cannot profit much due to the proliferation of crocodiles who are demanding more than the necessary protection money before they will allow the games to go on.
With these whispers going on, the people have an idea why gambling has died out in Zamboanga. We have talked to some people involved in the illegal gambling game. We agree with them that it would be unprofitable for them to operate with big amounts demanded as protection money from them.
The law can be enforced in many ways. Honesty is not always the best policy as far enforcing the law is concerned.
Sometimes, the end will justify the means. |
