Number of tricycles in city a mystery

NO ONE knows the exact number of motorized tricycles in the city.

And this is the reason that the City Council will used to amend the motorized tricycle ordinance to finally get the exact number of units in this city.

Councilor Charlie Mariano Thursday that failure to estimate the number of units is the reason why the council intends to amend Ordinance 185.

But first, Mariano said it has to establish the exact number of the tricycle units in the city to serve as basis for the decision of the council for the amendment.

There is a new proposed Ordinance No. 2003-04 "An Ordinance Amending Section 5, Article VIII Of Ordinance No. 185, Series Of 1996, Entitled "An Ordinance Prescribing The Operation Of Tricycles And Granting Franchise For the Operation Thereof Within the Territorial Jurisdiction of the City Of Zamboanga."

The authors of the proposed ordinance are Councilors Jaime U. Cabato, Charlie Mariano, Cesar Jimenez, Elias Enriquez, Edmundo Rodriguez and Abdurahman Nuño.

The proposed ordinance would amend the original tricycle ordinance enacted in 1996.

Actually, Mariano said that there were already two amendments made on the Ordinance 185.

The original proposal of the amending ordinance was to amend from 1996 to 1999. This amendment provided that other than the 1996 deadline for the issuance of franchises, the issuance of new franchises was authorized in 1999.

The proposed amendment to Ordinance 185 would also allow the issuance of new franchises up to the year 2002.

There is clamor from the drivers and operators of tricycles to amend Ordinance 185, including those engaged in the manufacturing of tricycle sidecars.

Mariano promised that the council will come up with the necessary recommendation after one week, which was the agreement of the whole body whether they will approve the 1999 cut-off period or the 2002 as proposed earlier by councilor Cabato.

Mariano admitted that in a way the proposed amendment to Ordinance 185 runs counter to a proposed phaseout of tricycles in the city.
