City Council holds action on Sonshine MOA

THE City Council has held in abeyance approval of a proposed Memorandum of Agreement (MOA) between the City Government of Zamboanga and the Sonshine Drug Abuse Intervention Center, Inc. (Sdaici) covering a P1.3 million subsidy for the center.

The move came after Councilor Cesar Jimenez questioned the actual nature of the Sdaici.

Jimenez said that what the city needs is a rehabilitation center and not an intervention center that should de accredited by the Department of Health (DOH).

The councilor also asked why two non-government organizations (NGOs), namely, the Sonshine Drug Training Rehabilitation Foundation (SDTRF) and the Sdaici, will run the center.

Dismissed Sonshine Manager Jerry Villagracia is reportedly a member of the Sdaici.

Jimenez revealed that under the MOA presented by Councilor Roel Natividad, yhe members of the Sdaici include Villagracia, Gloria G. Florendo, Ernesto Florendo, Grace J. Rebollos and Elvira B. Vida.

Jimenez said that before the P1.3 million fund will be given to the drug rehabilitation center, the city should first check the status of SDTRF and Sdaici.

Councilor Juan Elago has said a check be made on whether the Sdaici is accredited by the DOH.

Under the law, the DOH is the agency that accredits, oversees, and monitors the integration and supervision of all drug rehabilitation centers in the country. Letty M. Militante
