Council ends 2003 session with prayer

SEVERAL key important ordinances have remained pending after the City Council ended its series of session for this year with an extemporaneous prayer offered by Councilor Maribel Climaco.

Climaco expressed gratitude for a fruitful year for the City Council.

But aside from the prayers, excuses were given for the Council's failure to enact several ordinances that included proposal legislation on Tourism, Investment, proposed fees for use of the Aviary and Swimming pool at Pasonanca and on the use of the City Coliseum in Tetuan.

Councilor Juan "Kim" Elago, who chairs the Committee on Ordinances and Resolutions, said the proposed ordinances failed to pass this year, but will be tackled as "priority matter" next year.

Elago explained in the case of the proposed ordinance on Tourism, there was miscommunication among councilors.

Elago added he was in Cebu, and the City Council did not knew he will be back for the regular and last session for 2003.

He said the proposed ordinance on Tourism was ready for second reading, but was not included in the agenda on Thursday.

The proposed but unacted ordinances could have helped the local government increase its revenue collection for next year, he said. The proposed ordinances include exacting entrance fees for the aviary and swimming pool in Pasonanca Park, as well as the City Coliseum.

Another proposed ordinance on local housing and cemeteries was also not acted upon by the councilors.

Meanwhile, Councilor Cesar Jimenez rated the performance of Council members at 6, on a scale of 1 to 10. He said the Council ended regular sessions for the year with several bills still pending for deliberations before enactment into law.

Jimenez said Council members should attend the sessions on time. The sessions are supposed to start at 9:00 0'clock in the morning, but start 45 minutes later since council members arrive late. It's a waste of time, he said. Letty M. Militante
