Major revamp of police chiefs in region seen By Jun Feliciano
A MAJOR police revamp is expected in the region with the forthcoming assumption of newly elected provincial and city executives following the May 10 polls.
Police Regional Office (PRO) 9 Director Chief Supt. Servando Hizon announced that a number of political leaders who were elected in the recently-held political exercise have expressed their intention to have new police directors in their respective provinces and cities under his area of responsibility.
"I am just waiting for the official guidelines from the national headquarters that may affect the different positions of the provincial and city directors if some changes will be effected," Hizon disclosed.
He said the director of the Zamboanga City Police Office, in the person of Supt. Mario Yanga, might also be affected.
But he hastily clarified that as of the moment, there is no directive yet for Yanga's possible replacement.
Yanga has been the city police director here for more than three years over a year's extension of the two-year required period to serve in the post.
In Zamboanga del Norte, new Governor Roland Yebes is said to be requesting for a new police director in the province, according to Hizon.
Hizon said he already submitted three names of recommended persons to Yebes but the latter has yet to reply and state his choice from among the three possible successors of their present provincial director Senior Supt. Marcelino Lipana, who is also serving more than three years as the police chief in the said province.
Hizon further said that Yebes, when shown the list, opted rather to have someone outside from Region 9 to serve as his new police director in the province.
Hizon said he has yet to find out who will really be the choice of Yebes to succeed the over-staying Police Director Lipana.
Lipana was once groomed to be Yanga's successor here in the city, but many here have expressed doubts if he will be city mayor-elect Congressman Celso Lobregat's choice among the allowed three recommended for a highly-urbanized city like Zamboanga.
Lobregat when recently asked by newsmen regarding Yanga's reported hint to step down by the end of this June, revealed that Yanga in their latest meeting, denied issuing such statement.
But Lobregat has no other choice but to look for a replacement of Yanga as the latter has served more than the required two-year period in his post.
Besides, Yanga has expressed his desire to work for his promotion, hence he needs to be assigned to another area, according to a top police officer.
In the case of Sibugay province, re-elected Governor George Hoffer wanted to replace the police provincial officer-in-charge, Senior Supt. Alvarez Yusop.
Hoffer, according to Hizon, opted for Supt. Raul Gomez to return as their police provincial director.
Gomez previously served as Sibugay provincial police director when the province was created three years ago.
Hizon revealed that the Province of Zamboanga del Sur was recently installed with a new provincial police director in the person of Senior Supt. Karib Muamil, who also served as the city police director here prior to Yanga's assumption in 2001.
But Pagadian City Mayor Sammuel Ko, according to Hizon, is, likewise, requesting for a new police chief to replace Supt. Alberto Detalla.
Hizon said he has recommended five names so far, one of whom is included in the list for Pagadian police post is Supt. Ramon Ochotorena, a Zamboangueños, Hizon confirmed.
