Village chiefs snub seminar on public service

ISABELA CITY, Basilan -- The Provincial Office of the Civil Service Commission (CSC) described as unfortunate the absence of the barangay chairmen of Isabela City during the conclusion of the Seminar on Public Service Values last week.

CSC Provincial Director Reynaldo Randa said the seminar was designed for barangay chairmen.

However, those in attendance were only barangay secretaries, treasurers, and kagawads.

Aside from that there were only 42 participants coming from 18, out of 45, barangays of Isabela City.

Randa said the non-participation of barangay chairmen is "a bad signal to the barangay constituents and the Commission."

The seminar was the first of two series conducted by the CSC Regional Office for local government units in the province.

It is in consonance with Republic Act No. 6713, otherwise known as the Code of Conduct and Ethical Standards for Public Officials and Employees.

Nevertheless, Randa was in high spirit with the presence of CSC Regional Director Rogelio C. Limare, who lectured on leave of absences for those in the government service.

"It is very encouraging for the Commission to intensify its seminar, especially when the Regional Director himself is involve," Randa said.

It was learned that the CSC-RO9 team immediately proceeded to Lamitan municipality for a similar seminar.

More than a hundred barangay officials are expected to attend.

Meanwhile, CSC sources said that the Isabela barangay chairmen who missed the recent seminar will hopefully be present the next time around, as the recent activity will not be the last. Rene V. Carbayas
