League of Cities pushes for polls postponement By Jess E. Alcoran
THE League of Cities of the Philippines passed a resolution in favor of the postponement of the barangay elections due to the "fiscal crisis."
City Mayor Celso L. Lobregat, who attended the League's meeting, said the barangay elections' expenditures run to almost P2 billion or more.
The barangay elections are supposed to be held next year.
Another position, which was declared by the League of Cities during the recent meeting in Manila, is to declare a moratorium in the creation of cities.
The creation of cities greatly affects the Internal Revenue Allotment of the different local government units in the country.
Mayor Lobregat said that every time a new city is created the new city will have to be given its share from the allocation that is given to the local government units.
The Internal Revenue Allocation (IRA) is divided into 23% percent for cities; 23% percent for provinces; 34% percent for municipalities and 20% percent for the barangays.
If a new city is created, another pie is shared for it out of the cities' budget.
Hence, the League of Cities took the city-creation moratorium, Lobregat said.
