Electric coop starts refund of e-VAT overcharge
TRUE to its commitment, the Zamboanga City Electric Cooperative (Zamcelco) has started refunding its members the over charges it made in the collection of expanded value-added tax (e-VAT) from October 12-30.
The adjustments are reflected in the consumers' November to December billing or immediately after the over collection was determined.
"There is no doubt in our commitment to be transparent to the members in so far as the e-VAT is concerned," Zamcelco general manager Reynerio Ramos declared in an interview over Radyo ng Bayan recently.
He said the adjustments are made by offsetting the consumers' current bill and the overcharges made. "The exact amount is reflected in the current bill."
The Zamcelco official explained that the e-AT implementation was still on the transition period, thus, the overcharges.
"But it was our commitment in the succeeding months if there is over or under charges made," he stressed.
The implementation of the e-VAT started November 1st after the Supreme Court upheld the government 's decision to impose the additional 10 percent taxes on various items and services.
For the October-November billing, the cooperative imposed the e-VAT on consumers' electric consumption starting October 12 to November 12.
The City Council noticed the over collection during a dialogue with officials from the Bureau of Internal Revenue (BIR) and Zamcelco last November. As a result the august body, through the initiative of Councilor Asbi Edding, approved a resolution and requested the cooperative to immediately make the necessary corrections in the succeeding billing period.
Meanwhile, the taxes collected from the consumers, including the over charges, have been remitted to the Bureau of Internal Revenue, Ramos said. But the adjustments are also reflected clearly in the remittances made, he added.
He stressed that the corrections or adjustments being made involve a lot of work but is the obligation of the cooperative under the law.
"We are just collectors and we are just passing on the taxes to the consumers," he added.
