National ID pilot testing slated last quarter of 2006

PREPARATIONS are now underway for the unified multi-purpose identification system the implementation of which is set to start on the last quarter of this year, involving three government agencies.

The designated agencies are the National Statistics Office (NSO), National Economic Development Authority (Neda) and the Philippine Health Insurance System (PhilHealth).

NSO Administrator Carmelita Ericta said the pilot testing will be ran with Neda and her office personnel as well as the employees of PhilHealth.

Once the pilot testing will start, NSO, Neda and PhilHealth employees will have to submit their information both from the birth certificate and the biometrics for validation after which a common reference number would be assigned.

Ericta said Neda has assigned her office to be the central verification and enrollment agency to validate the identity of the person through the birth certificate and biometrics before assigning the common reference number.

She said that her office is now finalizing the design of the unified multi-purpose identification system the funding of which will come from the E-Government Fund.

The unified multi-purpose identification system is to unify all identification cards issued by the different government agencies to the residents.
