Duterte gihagit debate ang CHR

GIHIGIT ni Davao City Vice Mayor Rodrigo R. Duterte kagahapon si Commission on Human Rights (CHR) commissioner Etta Rosales nga ipresenta kaniya ang balaod nga magsulti nga ilegal ang pagtanyag niya og P5-milyones nga patong sa ulo sa lider sa carnapping group nga si Ryan Yu, alyas Baktin.
Sa iyang programa sa telebisyon nga Gikan sa Masa, Para sa Masa, si Duterte nagkanayon nga ang P5-milyones nga reward maoy makapahadlok ni Yu kinsa giilang delikadong kriminal.
Giklaro sa bise mayor nga wa kini nagpasabot nga patyon si Yu sa sayon lamang nga paagi.
"The reward is to end the hunt, an incentive para pangitaon gyud si Yu. I was giving the order to the police and military who are with me, including the media. If madakpan nila P2 million, if he resisted the arrest - mosukol P4 million, if ulo kay lisod dalaon ang lawas, without causing harm to yourself then, P5-million. What is illegal on that?" pangutana ni Duterte.
Si Duterte nagsulti nga wa siyay nakitang sayop sa maong reward nga salapi.
Dugang niya nga legal ang reward tungod kay gipangita siya karon sa mga otoridad.
"The police and military know that. Sa pag-eskuwela pa lang nila daan, they were told to follow legal orders. The reward dead or alive, is a measure used by the government to fight criminalities. Kabalo sila daan ana nga dili sila puwede mopatay nga wala misukol ang suspect because that is already a murder," pangatarungan ni Duterte.
Gisulti sa bise mayor nga nasayud siya sa balaod busa nagsubay sa legalidad ang iyang gihimo.
"I studied the law for eight years. I took the bar pareho ta (CHR). Nagtudlo kog criminal law and criminal evidence and procedure. Do not castrate government! Ayaw kapuna ang gobyerno kay mainutil mi ngari to fight criminalities. Look at Manila. Do not do that in my city. I could debate with anybody for eternity. Mag-istorya ta. Give me the law nga inyo kung prisuhon," dugang ni Duterte.
