“As a drastic measure to address these unscrupulous ceremonies, henceforth and effective this date, all marriages to be solemnized by a member of the judiciary in our jurisdiction will be initiated at the Clerk of Court level who will determine compliance of documentary requirements and require payment of the basic fees and issue corresponding official receipt thereof. Thereafter, the solemnizing magistrate will be chosen strictly by raffle to be presided by the executive judge of the chosen level in the presence of the interested parties,” matod sa joint memorandum.
