Comelec to set up checkpoints in Tacloban this week

THE Commission on Elections (Comelec) will implement checkpoints within this week in Tacloban City in preparation for the 120-day election period from January 13 to June 12, 2013.

City Comelec Officer Rosemarie Polistico coordinated with Tacloban City Police Director Cleve Taboso and the Armed Forces of the Philippines-Eastern Visayas (AFP8) on the establishment of checkpoints in all the intro and extro points in the city. Its purpose is to monitor the implementation of gun ban.

Pursuant to the Resolution No. 9588, the Comelec has promulgated the following guidelines.

There must be more than one checkpoint as circumstances warrant will be allowed with the election officer to be notified first by either the military or Philippine National Police (PNP) officer.

Checkpoints must have a two-face, white background signboard with 3x4 feet size with the election office address and name of the checkpoint commanding officer written in bold letters.

Checkpoint personnel must be in complete uniform and shall not be under the influence of liquor or illegal drugs.

Personnel from the following agencies who will man the checkpoints should come from the following: internal security of the Offices of the Vice President; Secretary of the Department of Interior and Local Government (DILG); and National Defense; state, regional, provincial, and city prosecutors of the Department of Justice (DOJ); Internal Security Division of the Bureau of Treasury; and agents of the Bureau of Corrections Philippine National Police; Armed Forces of the Philippines (AFP); National Bureau of Investigation (NBI); Bureau of Jail Management and Penology (BJMP); Intelligence, Investigation and Customs Police Divisions of the Bureau of Customs; Philippine Ports Authority (PPA); Philippine Economic Zone Authority (Peza); government guard forces; investigation and intelligence divisions of the Bureau of Immigration; Manila International Airport Authority police force; Mactan-Cebu International Airport Authority police force; and Land Transportation Office Law Enforcement Service, Philippine Coast Guard (PCG); and Cebu Port Authority police force.

Also allowed to man the checkpoints are personnel from the Internal Security Operations Group of the Department of Justice Witness Protection Program; Optical Media Board; Security Investigation and Transport Department, and Cash Department of the Bangko Sentral ng Pilipinas; Offices of the Sergeant-At-Arms of the Senate and House of Representatives; Inspection Service of the Philippine Postal Corp.; members of the Comelec; National Police Commission; forest/park rangers of the Department of Environment and Natural Resources; Office of the Secretary of Department of Foreign Affairs; Philippine Drug Enforcement Agency; Philippine Center for Transnational Crime; National Intelligence Coordinating Agency; Presidential Security Group; and Civilian Armed Forces Geographical Units, members of privately owned security or protective agencies; justices of the Supreme Court, Court of Appeals, Sandiganbayan, Court of Tax Appeal, and judges of the regional trial courts, and municipal trial courts; and security personnel of accredited foreign diplomatic corps and establishments who wants to be exempted in the gun ban must apply for exemption.

Only concerned personnel who are on duty with proper uniforms are allowed to carry firearms.

Violators will be punished with one to six years imprisonment, disqualification to hold public office, and suspension of the right to vote.

TCPO will be conducting “Oplan Katok” in V and G Subdivision as soon as the ballistic examination results came out from the PNP Regional Crime laboratory on the four recovered stray bullets in the area from December 2012 to January 7, 2013. (Leyte Samar Daily Express)
